In fact this whole ticket seems to have completely gotten brushed under the carpet. But that might still be an open question as you can see nobody bothered to answer my question in comment #8. Not here it doesn't, for as much as I can determine that the user I am doing it as has admin rights.

Otherwise the install works ok with the original admin or with a user with admin rights. There is ample evidence that it's the installer that is broken in some way.
